Eswatini Department Of Water Affairs
The department is responsible for the administration of the Water Act of 2003 which creates the National Water Authority a body responsible for the overall management and administration of all the country’s water resources. The Act also provides for the creation of River Basin Authorities to oversee the management of river Basin matters. It deals with the management of the country’s surface and groundwater resources (both quantity and quality). It is also responsible for the development and management of all the country’s dams. The department also deals with the supply of clean water and sanitation to rural communities.

The Municipal Council Of Manzini's primary mandate is to facilitate the provision of basic municipal services for the citizens at community level as well as manage development within the Manzini urban jurisdiction. The city is governed by a Council made of 12 democratically elected Councilors whose term of office is a period of five years. The management of the city is led by the Chief Executive Officer supported by four directors. The departments are, namely; Technical services, Community Services, Corporate Services and Finance. Economic activities are largely confined in the Central Business District (CBD) with a growing sprawl towards the surrounding townships. The city activities comprise financial services (banks), retail and wholesale outlets of different sizes, transport services, filling stations, offices, service industries such as workshops and warehouses. The banking services comprise of four commercial banks and one building society. The city enjoys sufficient services including water supply, electricity supply, post and telecommunications as well as mobile network services. Furthermore, there is a timely emergency services from a government emergency services agency, fire and emergency services as well as reliable safety and security services from the national police service.

Eswatini Public Procurement Regulatory Agency (ESPPRA or “the Agency”), was officially established on the 27th May 2013, following the coming into force of the Public Procurement Act No. 7 of 2011 (the Act). It is listed as a Category A public enterprise, administratively, reporting to the Ministry of Finance. The Procurement Act No. 7 of 2011 established the Eswatini Public Procurement Regulatory Agency (ESPPRA) as an independent regulatory body, empowering ESPPRA or the “Agency” with responsibility of policy formulation, regulation, oversight, capacity building and professional development, information management and dissemination in the field of public procurement in the Kingdom of Eswatini.

Eswatini Competition Commission
The Eswatini Competition Commission (“Commission”) is an independent statutory body that is established under section 6 of the Swaziland Competition Act No. 8 of 2007 for the purpose of encouragement of competition in the economy by controlling anti-competitive trade practices, mergers and acquisitions, protecting consumer welfare and providing an institutional mechanism for implementing the objectives of the Act and other matters incidental thereto. The Commission is also responsible for administering the Fair Trading Act of 2001 which is a consumer protection statute. The key role of the Commission is to monitor, regulate, control and prevent acts or behaviour which are likely to adversely affect competition amongst businesses in the country. The Commission is made up of two sub bodies, the Board of Commissioners and the Secretariat. The Board of Commissioners is the policy governing body. The Board is also charged with the function of adjudicating over all investigations and merger review conducted by the Secretariat. The Secretariat is the investigative arm of the Commission, it conducts all investigations into anti-competitive behaviour and performs merger review of all transactions captured by the Act.

Nhlangano Town Council
Nhlangano Town Council, was declared a Town Council in 1994, governed under the Ministry of Housing and Urban Development. The town has been divided according to 6 wards, some of which are residential and businesses sites. Nhlangano Town Council is formed by a local authority with a body of corporate status established by the Urban Government Act, 1969, and is entrusted with the following general duties as articulated in Section 55 of the Urban Government Act. It has been mentioned in previous reports that little data is available on the area in respect of modern human settlement activity, but it does appear as if some settlement activity can be traced back to the eighteenth century. At around that time the first Swazi King, Ngwane II, broke away from the Zulu tribes and settled in an area on the banks of the Pongola River in close proximity to modern-day Nhlangano. Consequently, the Town was first named Goedgegun. The arrival of British settlers accelerated the growth of the Town. It appears that the first elements of the actual township were laid out in 1923 along a typical grid format commonly found in many Southern African towns. Subsequent extensions of the town adopted an incremental and less rigid character. In 1960 the first Town Council was established. Up and until then the town had been known as Goedgegun but, with the event of Swazi independence in 1968, the name was changed to Nhlangano. Symbolically translated, Nhlangano means “The meeting place” in celebration of the visits of Britain’s King George VI and Queen Elizabeth and Swaziland’s King Sobhuza II respectively in 1947. Nhlangano town is situated in the south eastern region of Eswatini. Management is currently working with the Eswatini National Trust Commission and other relevant bodies to collect and consolidate the history of the town in preparation to launch a new strategic roadmap for the local authority.
