GENERAL DIRECTORATE of STATE HYDRAULIC WORKS (DSI) DEVLET SU İŞLERİ GENEL MÜDÜRLÜĞÜ (DSİ) DSI is the primary executive agency responsible for elimination of adverse effects of Turkey’s surface and ground water and putting them in public utilization in various ways such as hydropower, irrigation, domestic and industrial use. Establishment history of DSI goes back to 1914. In Turkey, water resources development started by the studies in continuous and systematical manner after the establishment of the General Directorate of Public Works “Umur-u Nafia Müdüriyet-i Umumiyesi” in 1914. Irrigation, reclamation, flood control, navigation, water storage and distribution take an important place among the duties of this General Directorate. After the foundation of Turkish Republic, Water Directorate was established under the General Directorate of Public Works in 1925. On occasion of severe drought prevailed in 1929 led to establishment of Water General Directorate. The Water Works General Directorate was established in 1939. After this date the importance of water issues was understood well and pre-feasibility, planning, gauging and water level recording studies of water resources were achieved. Finally, General Directorate of State Hydraulic Works was established in 1954 by means of the law no. 6200 which defines the responsibilities of the agency with supplementary budget under the Ministry of Public Works.

Supreme Audit Institution of Türkiye Turkish Court of Accounts (TCA), which carries out audits on behalf of the Turkish Grand National Assembly, has, rooted in our millennia old state tradition as a supreme audit institution with judiciary powers. Turkish state structure came under the influence of Islamic states of the time after the Turks adopted Islam, and one specific source of this influence was Divan-ı İşraf (Court of Control), which audited the state income and expenditures in the Abbasid Empire. Court of Control served the same purpose in other Turkish states and in the Great Seljuk Empire, in particular. In the Ottoman period, the audit of state income and expenditures, though primarily income, was carried out by Başbaki Kulluğu (State Auditor) until 1839 and by several assemblies during the transitional period between 1839 and 1862. Finally, the Court of Accounts, the precursor of the modern TCA, was founded in 1862, and the audit and judiciary duties have been carried out successfully by first this institution and then the TCA for the last 156 years. Turkish Court of Accounts is an active member of international and regional organisations such as International Organisation of Supreme Audit Institutions (INTOSAI), European Organisation of Supreme Audit Institutions (EUROSAI), Asian Organisation of Supreme Audit Institutions (ASOSAI), and Economic Cooperation Organisation Supreme Audit Institutions (ECOSAI); and also serves in various boards of these organisations. TCA has also been carrying out the duties of the President of ECOSAI Governing Board since 2013 and the President of EUROSAI since 2017. Turkish Court of Accounts aims to provide the audit and judiciary services in the most efficient manner with the ultimate aim of contributing to the usage of the power of the purse.

İstanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) In order to prepare İstanbul for a probable earthquake the Republic of Turkey and the International Bank for Reconstructıon and Development signed the İstanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) Loan Agreement with an amount of €310 Million on October 18, 2005. The loan agreement became effective as of February 3, 2006. Istanbul Project Coordination Unit (IPCU) was established within the İstanbul Special Provincial Administration (ISPA) for the implementation and supervision of the overall Project. The project aims to enhance the institutional and technical capacity of the emergency management related institutions; raise public awareness in emergency preparedness and response, feasibility studies of the priority public buildings against seismic risks and as to assessment reports the retrofitting or reconstruction of these buildings; support to the national disaster activities; inventory of cultural heritage buildings, carry out seismic risk assessment of selected cultural heritage buildings, prepare retrofitting project designs; and to take supportive measures for effective building code enforcement to prepare İstanbul for a potential earthquake.
