Bandaranayake Center For International Studies
The Bandaranaike Centre for International Studies is a tertiary level education institution specializing in offering an array of courses in the discipline of International Relations and its sub disciplines. The Bandaranaike Centre for International Studies was inaugurated modestly on 9th December 1974 in a section of the Bandaranaike Memorial International Conference Hall complex, where the historic Fifth Conference of Heads of States and Governments of the Non-Aligned Nations was held in August 1976. The Bandaranaike Centre for International Studies (BCIS) was the brainchild of late Madam Sirimavo Bandaranaike, the world’s first female Prime Minister who became the Prime Minister of Sri Lanka for the first time in 1960. It was with great passion and dedication that she pioneered and nurtured the BCIS since its inception. The BCIS was conceptualized at a time when the subject of International Relations had not taken precedence as a fundamental area of study among the Sri Lankan student populace. The need was for an institution where international affairs could be studied as thoroughly as they are studied in universities elsewhere. It could be stated that during her tenure as Prime Minister from 1970-1977, it was a glorious time in Sri Lanka’s history of foreign relations, Mrs. Sirimavo Bandaranaike herself played a monumental and notable role in international affairs. It is indeed laudable that Mrs. Bandaranaike should have envisioned the pre-eminence that the study of international relations would achieve in future years, with the emergence of shifting global trends and power blocs that has transformed it from an exclusive subject of political science to a specialized field of study. The BCIS was established by the S.W.R.D. Bandaranaike National Memorial Foundation (BNMF) as a distinct institute specializing in all aspects of International Relations, including training, research and advanced studies.

Networking the grass root level communities and empower them for face a good future and help to improve the links local authorities as well as other organizations. Leading low income people and disaster victims for a sustainable development process with raising awareness, providing training and facilitating potential environment by reintegrating and initiating income generating activities. Strengthen the local level community base societies for enabling them to be meeting strong and independent entities within the development process and create an appropriate environment for the exchange of ideas, information and materials between the city stakeholders. Disseminate the information on development issues support communities to organize small groups, youth federations to ensure maximum community participation. Participatory implementation of project irrespective of ethnic diversity to enjoy equal opportunities to live as one Sri Lankan nation. HELP-O implemented many programs with many stakeholders in below mention sector: Environment Conservation Community Empowerment Community Networking Human Rights Child Rights Livelihood Infrastructure development Rehabilitation Programs Multi Cultural Programs Community Financing Program Sincethe organization started date could able to implement many environment programs in Sri Lanka as well as for other countries. The first biogas program we started in Karapitiya Teaching Hospital. The hospital had to face a big problem and they didn’t have a solution for the waste problem. That is the first biogas unit we have constructed in Hospital in Asia. When we install this we had to face many problems but through a win-win approach could able to solve all problems. The first community financing program of the HELP-O implemented in Uda Welivitiya. The program was community networking program in two areas and establish the strong community network. Also encourage the people to save money within the small groups. Through this expect to improve the leadership of the people. The second community program was based in Homadola estate. Under this program able to construct the 25 toilets and established the small groups and most of people were didn’t have a good economic and social status and they didn’t have a proper savings system but through this program they started the savings and improved the skills of them. Not even that their infrastructure facility was increased too. With the time, organization could able to implement a success program. HELP-O has a great history and our programs affected in better way to community as well as for the government. Even some polices has been changed because of our programs. The Colombo Plan
THE COLOMBO PLAN The history of the Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific, is one of the oldest regional inter-governmental organizations dates far back as 1950, when the idea was first conceived to enhance economic and social development of the countries of the region. The Colombo Plan was established on 1 July 1951 by Australia, Canada, India, Pakistan, New Zealand, Sri Lanka and the United Kingdom and currently has expanded to 28 member countries including non-Commonwealth countries and countries belonging to regional groupings such as ASEAN (Association of South-East Asian Nations) and SAARC (South Asian Association for Regional Cooperation). The Colombo Plan is a partnership concept of self-help and mutual-help in development aimed at socio-economic progress of its member countries. The objectives of the Colombo Plan to promote interest in and support for the economic and social development of Asia and the Pacific; to promote technical cooperation and assist in the sharing and transfer of technology among member countries; to keep under review relevant information on technical cooperation between the member governments, multilateral and other agencies with a view to accelerate development through cooperative effort; to facilitate the transfer and sharing of the developmental experiences among member countries within the region with an emphasis on the concept of South-south cooperation. The Organizational Structure of the Colombo Plan The Consultative Committee, comprises all member governments and is the highest review and policy-making body of the Colombo Plan. Its biennial meetings (CCM) provide a forum for the exchange of views on current development problems faced by the member countries and review the work of the Colombo Plan in terms of economic and social development within the region.
