Coordinated Auction Office in South East Europe (SEE CAO) was established in 2014 by its shareholders – TSOs from the region of South East Europe: HOPS, NOSBIH, CGES, OST, KOSTT, IPTO, TEIAS and MEPSO with objective to perform explicit allocation of cross-border transmission capacity through NTC-based auction process in both directions between control areas of the participating TSOs. SEE CAO is performing yearly, monthly and daily auctions on 9 borders: HR - BA; BA - ME; ME - AL; AL - GR; GR - TR; GR - MK; AL - XK; XK - ME; XK - MK with more than 200 registered auction participants.

Montenegrin Electricity Market Operator
COTEE is a legal energy entity, responsible for organizing and managing the electricity market in Montenegro as its basic energy activity of public interest, which it performs in accordance with Energy Law, License, Market rules and international regulations, while according to Energy Law, it is appointed as the Issuing Body (IB) for Guarantees of Origin (GOs) from renewable energy sources and high-efficiency cogeneration and fulfilling obligations related to guarantees of origin. After assuming responsibility from the Energy Law, registry for guarantees of origin of electricity produced from renewable energy sources and high-efficiency cogeneration and energy facilities that use renewable energy sources and high-efficiency cogeneration is maintained by COTEE, while the same applies to the issuance, transfer, usage and withdrawal of the guarantee of origin.
