About Andrzej Dabkowski

I'm the head of performance and monitoring of AU-EU policy implementation of the Africa-Europe Foundation, leading a team of programme managers and experts through the design and implementation of all the Foundation's programming, as well as its monitoring and evaluation. A leadership team member, contributing to the strategy, planning, and management of the Foundation. I'm a market development specialist and PRINCE2 Practitioner-qualified programme manager with a significant track record managing portfolio of donor-funded programmes in complex and politically sensitive environments. I'm an experienced leader with skills to navigate different cultures and norms, and ability to deliver global organisational objectives in various local contexts. I have strong understanding of business management with P&L experience. Until October 2021 I was a Director of Oxford Policy Management Indonesia, a subsidiary of UK-based Oxford Policy Management Limited, overseeing delivery of OPM programmes and activities in country and across the South East Asia region. Before taking up the post in Indonesia, I've spent a year-and-a-half overseeing the work of an advisory facility, the Decision Support Unit (DSU), to the UK FCDO’s £100m Private Sector Development Programme in the Democratic Republic of the Congo. As a senior manager and a private sector development expert, I provided inputs to all key activities of the DSU, including undertaking independent evaluations, annual reviews (including mid-term reviews), verification of results, ad-hoc research, learning activities, and a project completion review of FCDO’s largest market systems development programme, the ELAN RDC. Prior to joining OPM, I was overseeing a portfolio of business enabling environment and advocacy programmes for Danida and FCDO (DFID), aiming to build private sector capacity to engage in successful policy dialogue and improve investment climate in East Africa. Among others, I've worked with women-led business organisations and women empowerment organisations to build their capacity in policy advocacy. I hold an MSc in Economic Theory, HDip in Economics, and BSc in Social Science from the National University of Ireland, University College Cork.
