About Anna Quinones

I am a Project Manager at the Tampa Hillsborough Expressway Authority (THEA), a forward-thinking transportation agency responsible for the Selmon Expressway, Meridian Parkway, Brandon Parkway, and Selmon Greenway. In this role, I lead initiatives that integrate Vision Zero principles into our Project Development & Environment (PD & E) studies, with a focus on enhancing mobility, safety, and community well-being. My work includes overseeing consultant deliverables, managing project schedules, coordinating with partner agencies, and engaging with the public to ensure transparency and alignment with community needs. I also guide the conceptual development and implementation planning for the Selmon Greenway, Meridian Trail, and adjacent public spaces - projects that reflect my passion for sustainable, people-centered infrastructure. I collaborate with fellow project managers to maintain and update THEA’s Work Program, which outlines our strategic capital investments and long-term planning efforts. Among my favorite initiatives are those that enhance greenways and community spaces, blending transportation with art, resilient design, and public engagement. Previously, I supported the management of THEA’s Connected Vehicle Pilot Project and continue to contribute to our Innovative Technology Planning and Implementation Program. These efforts leverage the Selmon Expressway as a real-world testbed for cutting-edge safety applications and traffic optimization technologies. I take pride in contributing to transportation solutions that not only address Tampa’s future growth and congestion but also prioritize safety, resiliency, innovation, and community impact.
