About Anthony Bailey
Anthony is an independent advisor on education working in the Pacific, South-East and South Asia. His professional career began in 2002 in Melbourne where he held management positions at Swinburne University and Box Hill Institute. In 2008 he started working outside Australia and was a member of the leadership team with Australia’s then largest regional skills education investment. Over the last 15 years he has worked in more than ten countries with the Australian Aid Program, Asian Development Bank, German Development Agency (GIZ), New Zealand Aid Programme and the World Bank. Anthony currently advises ministries and government agencies in the Cook Islands, Kiribati, Tonga, Vanuatu, Samoa and the Solomon Islands on areas such as skills sector reform, labour mobility, digital learning, teacher development and improving the match between skills demand and skills supply to improve economic prosperity. He has contributed to national skills and employment sector reform and policy development in five Pacific countries. Between 2017-2019 Anthony led a number of skills training programs as part of Australian-funded disaster recovery efforts in Vanuatu and Tonga. Anthony is a published researcher in the fields of international education, development cooperation and vocational education and training. He is a graduate of the University of Melbourne and Monash University. Anthony is particularly interested in how Australia can improve the effectiveness of its aid program, increase collaboration and harmonisation with other donor agencies and strengthen its national standing in the Pacific as a trusted development partner. Anthony is a committee member of the Victorian Kiribati Association and a Bislama interpreter supporting ni-Vanuatu workers in Australia.
