About Anton Murashev

I pursue my passion by leading, developing, growing, and managing a team of consulting thought leaders and experts in Australia, New Zealand, Indonesia, and the Philippines—experts who deliver advice on issues that matter. Having led the 2022 merger of Castalia’s consulting practices across markets in Australia, Asia, New Zealand, Pacific Island Countries, and post-Soviet states, I manage the integrated Asia-Pacific team with staff in Australia, New Zealand, Indonesia, Japan and the Philippines. Our team advises private sector clients, governments, and international financing institutions across both developed and emerging economies in the region, and is proud to be involved in the planning work for reconstructing Ukraine’s infrastructure. My consulting work focuses on infrastructure strategy, financing, tariffs, and policy—especially on improving performance of essential services (energy, telecommunications, water, transport) by bringing together the government and private sectors in ways that optimize risk allocation and drive efficiency. Much of my current work is on the energy transition, and on improving infrastructure access for remote populations. My unique blend of hands-on commercial expertise and economics/finance theory, backed by extensive international experience in infrastructure, makes me a capable leader, experienced manager, insightful advisor, and persuasive negotiator. I have held senior management roles with major Australian, New Zealand and Singaporean utilities, led and grown successful consulting business units, and supported infrastructure regulators as they grappled with major decisions on promoting competition and optimizing monopoly tariff setting.
