About Barbara Rawlins

Barbara Rawlins, MPH, is a mission-driven senior global public health leader specializing in monitoring, evaluation, research and learning (MERL), including performance monitoring, implementation research and use of health data for action. I have more than 20 years of technical and managerial experience with MERL for reproductive, maternal, newborn and child health (RMNCH) programs in diverse settings in low- and middle-income countries. My technical expertise and interests include: measuring and improving quality of care, building individual and organizational MERL capacity, applying complexity aware monitoring approaches, strengthening health information and surveillance systems, evaluating health intervention processes and outcomes and supporting data-informed decision making at all levels of the health system to improve health programs and policies and save lives. I have extensive experience with strategic planning, team leadership and results-oriented program and federal grants management.
