A highly motivated Parking Consultant with over 25 years Head of Service management experience at 4 London Boroughs, with a further 15 years Local Government management experience in several other services, including the creation and management of a successful shared parking service operation. Proven skills and detailed knowledge in all aspects of Parking, with particular experience in dealing with politically sensitive matters, complex financial budgeting, analysis, forecasting and savings proposals. Fully competent in programme/ project management and governance, procurements (tenders and specifications), contract and performance management and supplier negotiations. Customer engagement and service transformations, business systems and process management with an in depth knowledge in associated technologies, including ANPR, GIS, and payment solutions. Experience at developing parking policy aligned to climate change, air quality and public health agendas including PTaL based charging structures and the development of an Emission Based Charging structure for all on/off street and Permit charges linked to a geographical location to change driver behaviour. Also experience in the successful delivery and effective management of PCN processing services, debt recovery and Permit processing teams, including several digital transformations and channel change over the years. Management of both in house and contracted Civil Enforcement Services, and associated technologies, including Radio and Body Worn Video infrastructures and fleet management. Car Park management, Pay and Display and cashless solutions, risk assessments, capital funded improvement schemes and on street operations, including suspensions and signage. Skilled in delivering the softer management techniques such as staff development, training and identifying talent, communications with Members, staff engagement and public consultations and presentations, Trade Union relationships, along with press management.
