Creative legal professional, with expertise in District of Columbia legislative and regulatory policy. Legal career has consisted of a wide span of practice areas, including representation of individuals, small businesses, neighborhood and community organizations, criminal, landlord tenant, small claims, personal injury, whistleblower, zoning, alcoholic beverage licensing proceedings and judicial appeals; reviewing, editing, drafting and determining legal compliance of the District’s laws and regulations prior to Council approval; and serving as Counsel to the Mayor, reviewing for legal compliance all legislation, regulations, contracts, settlements, and other documents prior to the Mayor’s signature, publication, or transmittal to the Council. I have been called upon to draft testimony and appear before Congress, courts and administrative agencies. Investigated and resolved EEO complaints, represented diversity offices, and decided attorney discipline cases and FOIA Appeals on behalf of the Mayor. Negotiated employment agreements with our public schools Chancellor and Police Chief, and developed and drafted the District of Columbia’s Transparency, Open Government and Open Data Directive. As a member of the Uniform Law Commission, I work collaboratively with a diverse collection of attorneys and policy-makers with strong personalities and positions from all 50 states.
