About Ceri Evans
Ceri recently took up a position as a Bid Development specialist for the University of Wales Trinity St David. Between 2009 and 2021 he worked for Bangor University and prior to that for Cardiff Business School. Ceri played a pivotal role in establishing Bangor University's Institute for Competition & Procurement Studies after leading the successful bid for £2.2m of funding from the EU’s Ireland/Wales INTERREG Programme in 2010 for the “Winning in Tendering” project. He was module leader for a number of modules on Bangor University's Master's in Public Procurement Law & Strategy, as well as the Distance Learning Master's in Procurement Law, Strategy and Practice. He was also a Personal Tutor at Bangor University, as well as a dissertation and PhD thesis supervisor. Whilst working for Bangor University, Ceri was also heavily engaged in applied research and published a number of papers within leading journals. He also wrote a book chapter on SME-Friendly procurement and has authored a variety of commissioned reports. He has been actively involved in procurement reforms in a number of countries across the world and these countries and regions include the UK, Canada, New Zealand, the US, several EU countries, the Middle East and a number of developing nations. Indeed, Ceri's research on SME tendering deficiencies has fed into a number of national training programmes for SMEs, including a major training programme in Canada to raise SME tender quality. He is regularly consulted by governments, public bodies, institutions and business organisations on public procurement and tendering issues and is regularly invited to speak at major national and international conferences on these issues, in particular to share his knowledge on SME-friendly procurement and to help shape public procurement reforms and influence procurement modernisation. Ceri has proved instrumental over the years in securing substantial grant funding for Bangor University, indeed his expertise in grant writing and grant evaluation led to him taking up a position as an evaluator for the European Commission's SME Instrument and Fast Track to Innovation programme. In addition to grant funding, Ceri has also been consistently successful in winning a number of prestigious public sector contracts to engage in a range of different areas of procurement research.
