About Charlotte McDowell

With over two decades of experience on programming, institutional relations, and advocacy in international cooperation and global health, my core competencies lie in forging strategic partnerships for impactful programming and advocacy on a global stage. Currently, I serve as the External Relations Advisor at the Pan American Health Organization, where my mission aligns with advocating for regional health issues and driving organizational relationships at global and regional fora. My approach is deeply rooted in a commitment to multi-sectoral partnership and results-based programming. In this current role, I have developed and led the external relations function, engaging with partners and Member States at high-level advocacy events, including at the United Nations General Assembly. Previously, for over a decade I served as the lead for Canada's multilateral policy and programming support to the Americas region. This involved overseeing a grant portfolio with partners on global health and development, representing Canada at regional fora, and leading the international development field office for Canada's Inter-American Development Program. My skills in institutional relations, grant management, policy discussions, forging institutional relations and diplomatic negotiations have been instrumental in these achievements, reflecting my dedication to facilitating collaborative and results-oriented initiatives with the international community.
