About Danielle Carnes
I am a program officer in the Office of Human Capital and Talent Management (HCTM) at USAID, the world's premier development agency. In my time with HCTM, I provide analysis to drive strategic workforce planning, support senior staff in meetings with a wide range of stakeholders, represent the Agency to colleagues in the private sector and federal space, and developed a wide range of decision memos, briefing materials, analytical reports, correspondence and other documents necessary to promote a vibrant and engaged workforce. As a component of my work in HCTM and as Chair and founder of Gender and Sexual Minorities at USAID (GSM), I have provided key insights and leadership in advancing initiatives to promote diversity, equity and inclusion at USAID, so that we can recruit, hire, include, develop, retain, engage and motivate a diverse, results-oriented, high-performing workforce. My efforts have led to advancements in security for LGBTI staff, inclusion materials distributed widely and in a variety of languages, panel events on topics related to the needs of USAID staff, and policy development for expanding inclusive and equitable workspaces. As a result of my work, USAID is a better and more welcoming space for members of underrepresented and marginalized communities. Prior to my work with USAID, I was employed at a financial firm in the San Francisco Bay Area, writing improvements for systems and operations in order to increase efficiency. I hold a dual-degree in Economics and International Relations from the University of California, Davis, and a Masters of Public Policy degree from the University of California, Berkeley. I hold a Master's in Public Policy degree from the Goldman School of Public Policy at UC Berkeley. I have developed my quantitative reasoning and statistical analysis skills in the context of development economics and impact evaluation. I taught Economics and International Area Studies courses, and served on the leadership teams for Women in Public Policy and Queer & Trans in Public Policy. In February 2016, I was selected as a Presidential Management Fellow.
