About Dave S. Dulay

With over 34 years of experience (28 years in Alternative Project Delivery APD) managing the design and construction of major transportation projects. Dave has demonstrated his ability to lead teams in producing innovative and cost-effective designs. He manages McElhanney’s Alternative Project Delivery branch and is a senior technical lead on major transportation infrastructure projects. In this role, he provides technical design support, project management, and value engineering, and develops complex concepts and laning designs for interchanges, intersections, roundabouts, and freeways. He has also presented at Design Build Institute of America (DBIA), the Transportation Association of Canada (TAC), and the Transportation Research Board (TRB) conferences.
