About David Barr

As the Programme Manager for Democratic Governance at the Improvement Service (IS), I am responsible for facilitating the development of political leadership in Scottish Local Government, good democratic governance in councils, and have responsibility for two national projects to support Community Councils. I am passionate about politics and democracy, in particular, how a more local and facilitative democracy can improve people's lives. I have a Masters in Public Policy from the University of Stirling, and enjoy bringing the learning from academic research into my practice. I spent 9 years as an Organisational Development practitioner, where I undertook extensive training and qualifications in coaching, mentoring and facilitation skills. I combine these skills with my knowledge, understanding and passion for democracy, to improve processes, systems and culture within local government and public services in Scotland. Beyond my professional life, I value quality time with my wife and two children, am season ticket holder for Falkirk FC, and enjoy the occasional round of golf.
