About David Brightwell

I am an economist who specializes in electricity and natural gas policy. I am involved in statistical evaluation of program effectiveness, cost benefit studies, and rate design policies and evaluations. I have testified in numerous proceedings, written three Commission reports to the General Assembly and Governor related to evaluating the effectiveness of enacted legislation, hosted workshops and drafted administrative rules. My testimony on volumetric decoupling riders served as the basis for the Illinois Supreme Court upholding the Commission's approval of these riders. I've recently used R to summarize data for a Commission investigation on the affordability of utility service in Illinois and I am converting SAS programs to python - mostly with the pandas and matplotlib libraries.
