I was a Chief Officer in Hampshire for ten years and have a comprehensive knowledge and understanding of the structure, responsibilities and drivers of organisations involved in adult safeguarding in the public, private and third sector domains commensurate with such a role. I therefore have extensive experience of providing strategic leadership and direction in multi-agency environments, developing and delivering a robust strategy that is closely monitored and refined to achieve the outcomes sought. My many years as the Chair and Policing Lead for the PNC, DBS and Maritime counter terrorism evidences my ability to work collaboratively with a variety of partners, developing and delivering a business plan with outcomes that cross organisational boundaries and delivered a cohesive and joined up service to the public. I have considerable experience at both the macro and micro levels of programme and performance management. At a macro level I managed a programme over a period of five years to reduce the number of custody suites from 14 to 4 strategically located centres. The initiative was driven by an aging custody estate that did not comply with best practice in relation to the care and safety of detained persons. The programme involved building two new super centres using project savings and income generation from the existing estate. This initiative was undertaken during the period of austerity and demonstrates the ability to take a long-term view to build in organisational resilience that will last decades and not be side-tracked by the limitations of the financial constraints faced in the here and now. In a micro sense, managing DHR and SAR's as an Independent Chair involves helping front line professionals deliver changes in practice and procedures for their respective organisations, engaging with their senior leaders, when appropriate, to deliver the outcomes sought.
