Background
About David Rouzer
David Rouzer is currently serving in his 5th term in the United States Congress representing North Carolina's 7th Congressional District - the first Republican to hold this seat since Reconstruction. He serves on the House Transportation and Infrastructure Committee and is chairman of the Subcommittee on Water Resources & Environment. He also serves on the House Agriculture Committee where in previous Congresses he served as chairman and ranking member of the Subcommittee on Livestock and Foreign Agriculture. Prior to his service in Congress, David served in the North Carolina Senate for two terms while doing consulting work for agricultural businesses as well as sales and customer development work for others. He also served as assistant to the dean for the College of Agriculture & Life Sciences at NC State University in between two stints with U.S. Senator Jesse Helms, where he served as a senior policy advisor focused on agriculture, tobacco, trade, and rural development issues. He later went to work as a senior advisor for U.S. Senator Elizabeth Dole primarily working on the tobacco quota buyout. As a senior level appointee of the President George W. Bush at USDA Rural Development, David helped manage the administration of a program level budget of more than $1.2 billion along with a loan portfolio of $5 billion in investments in rural America. As a member of the North Carolina Senate, David consistently ranked as one of the most effective pro-business legislators during his two terms (2009 - 2012) representing Johnston and Wayne County. During his tenure, he was co-chairman of the Agriculture and Environment Committee, co-chairman of the Joint Regulatory Reform Committee, and chairman of the Senate Environmental Review Commission. David was raised in Durham, North Carolina and spent his summers working on the family farm just outside of Four Oaks, North Carolina where his mother grew up and which has been in the family since the Civil War. The money he earned those summers helped to pay his way through college at NC State University where he was graduated with degrees in Agricultural Business Management, Agricultural Economics and Chemistry.
