About Edward Howerter

Mr. Howerter has engineering, information system development and transportation experience based on his participation as an individual contributor, project manager, department manager and technical director in project activities conducted in support of the Volpe National Transportation Systems Center (31 years), as Director of the Center for Technological Innovation at Emhart Corp.(3 years), and as a staff engineer at Ensco, Inc.(9 years). Mr. Howerter, throughout his career, was involved in and/or directly responsible for numerous successful proposal efforts and development projects in support of both industry and various U.S. Government organizations, e.g. Volpe Center, FAA, NHTSA, FMCSA, FHWA, FRA and Coast Guard. He served as technical director of an innovative group of engineers at Emhart and as technical director of a large information systems organization in its delivery of client services in a government contracting environment. He was responsible for coordination of work activities throughout the life cycle of multiple projects and wider ranging programs to ensure defined performance, schedule, and cost objectives were met. He has a strong knowledge of concepts, practices, and procedures in information systems technical disciplines in support of management information systems and scientific or engineering applications. His emphasis on interfacing with customers at all levels with a wide range of technical and business domain expertise resulted in successful client relationship management experiences.
