Background
About Emma Bell
I joined the Civil Protection team at Luton having worked alongside the team throughout my administrative role within Bedfordshire LRF. Work on Business Continuity at Luton Council, overseeing our business continuity management system, responsible for reviewing the corporate BCP and serious incident management plan, supporting all departments with their annual BCP reviews and delivering scenario based exercises to test the plans. I am part of the First Responder programme within the council where I am part of an on call 24/7 rota, helping the council respond to incidents. Within the LRF, I chair the Business Continuity Working Group. I am also part of Exercise Control for our biannually multi-agency exercises that run at all levels (Strategic, Tactical and Operational) and exercise in Preparedness, Response & Recovery. My masters research focused on effective communication methods through community engagement between Local Authorities and their surrounding communities.
