About Emmy Ly

Emmy is a senior pursuing a Bachelor of Science (STEM-degree) in Information Systems at George Washington University School of Business. Her unwavering pursuit of a career at the intersection of technology (cybersecurity, AI) and public policy/service has resulted in internship experiences across sectors and industries, including the executive branch, the judiciary, Fortune 500s, Congress, non-profits, and consulting start-ups. She is currently working at TechCongress as a communications intern following her most recent role in healthcare cybersecurity. Outside of classes, Emmy advocates for women, minorities, and allies in their cybersecurity, national security, and intelligence careers. Since May 2025, she has served as President of Women in Cybersecurity (WiCyS) GW, where she previously managed social media outreach, external affairs, and chapter funding as Strategic Communications Chair and Treasurer. Additionally, within WiCyS GW, she serves as an Atlantic Council Cyber 9/12 team lead and a National Cyber League mentor, where she teaches cybersecurity risk management and cybersecurity tools/concepts, respectively, to beginner and intermediate cybersecurity students. As a frequent participant herself in the cybersecurity competitions she advises, she has received recognition from Atlantic Council's prestigious Cyber 9/12 Strategy Challenge twice, earning the Most Creative Policy Response Award at the 14th Annual DC Strategy Challenge in 2025 and the Best Decision Document Award at the inaugural Trust and Safety Strategy Challenge in 2024. Moreover, she has achieved Diamond division in the National Cyber League's Spring 2025 Team Game, Experienced Students Bracket, ranking within the top 21 teams nationwide. Looking ahead, she envisions having a future career in defense, intelligence, or technology policy, while maintaining an interest in U.S-China relations and international affairs through her involvement with the Alexander Hamilton Society (AHS) and Women's Wargaming Network (WWN). With her interdisciplinary skills in information technology, strategic and corporate communications, policy analysis, and project management, Emmy not only hopes to deepen her understanding of technology’s transformative potential but also to harness it to advance greater peace, security, and prosperity in the world.
