About Heather Cohen

I work as senior legal counsel in the Trading & Markets Division of the Ontario Securities Commission. In 2022, I completed a four-month secondment with the Investor Office as senior advisor, policy. Prior to my roles at the OSC, I worked for Legal Aid, non-profits, the United Nations, and a large international law firm. I have drafted submissions for all levels of court in Ontario and for both the Canadian and American Supreme Courts. My publications have focused on international, securities, and corporate corruption law, as well as responsible investing, human rights, and tax law. Between 2014 and 2021, I served as a member of the Board of Canadian Lawyers for International Human Rights (CLAIHR). In 2025, I graduated from the part-time LLM program at Osgoode Hall Law School, with a focus on business, securities, and tax law. I obtained my Juris Doctor (JD) from the University of Toronto with an exchange to the University of Amsterdam where I completed an internship with the Zupljanin defence team at the International Criminal Tribunal for the Former Yugoslavia. I hold an Honours Bachelor of Arts and Science (BASc) from McMaster University and am conversational in Spanish.
