About Hoa Tran

I am a humanitarian policy strategist and applied anthropologist with more than two decades of experience shaping U.S. foreign policy, refugee protection, and humanitarian programming across East Asia Pacific and South Asia. At the U.S. Department of State's Bureau of Population, Refugees, and Migration (PRM), I led regional teams managing $300M+ in humanitarian assistance, contributed to genocide and crimes against humanity determinations, and coordinated complex emergency responses, including the Rohingya maritime crisis that saved thousands of lives. My work bridges field experience, policy innovation, and evidence-based decision-making. I have designed bureau-wide Monitoring & Evaluation systems, trained U.S. and international staff, and spearheaded global donor engagement efforts, including co-leading a conference that mobilized nearly $600M from 34 countries to sustain Rohingya refugee support. Recognized as a finalist for the Samuel J. Heyman Service to America Medal, I thrive at the intersection of humanitarian diplomacy, crisis leadership, and inclusive governance. Beyond government service, I am a scholar-practitioner committed to capacity-building and inclusion. I have taught at Temple and Drexel Universities, contributed to community-based policy reforms that led to the creation of Philadelphia’s Office of Immigrant Affairs, and served as an international trainer in ethnographic research methods and documentary filmmaking. My passion is in advancing durable solutions for displaced populations, fostering multilateral partnerships, and ensuring humanitarian action remains grounded in equity, accountability, and impact.
