About Jemerson James

I am a financial professional with over 20 years of experience serving in both a direct operating capacity and at the corporate services level in the Ontario Public Service. Currently, I am the Director for Programs and Services within the Ministry of Indigenous Affairs. Prior this, I served as Manager for Financial Services within the Criminal Law Division. In this position I provided financial expertise and leadership in the areas of financial management, business/multi-year planning, budget management including the control of financial resources and budgetary process, financial forecasting, expenditure analysis and monitoring, procurement, transfer payment administration, and project/change management which includes the implementation of recommendations for improvement to existing policies, programs and processes. Other major positions include leading the Expenditure Management Team in the Fiscal Oversight and Performance Branch of the Ministry of Health and Long-Term Care. In this role, I was responsible for a range of corporate services such as expenditure estimates, quarterly forecasts, expenditure management and control, financial reports, business case submissions, internal control systems and various aspects of hard and year-end close including the public accounts. When I am not working, I participate in various volunteering activities. For instance, I serve as a panel member for various CPA Ontario case presentations and until a few years ago, I served a Board Member for Canadian Mental Health Association, Peel and Dufferin. My specialties include financial accounting, management accounting, financial analysis and reporting, corporate finance, business process analysis, project and change management. I also hold a MBA from the University of Guelph and a MA Degree in Agricultural Economics from the Institute of Social Studies in the Netherlands.
