As Township Engineer, Jim is responsible for the review of subdivision and land development applications, review of municipal building permit site plans, administration of public improvement construction escrow accounts, management of the NPDES MS4 program, consultation on planning and zoning issues and preparation of the annual engineering operating budget and capital budget. In addition, Jim has been responsible for managing numerous capital improvement projects for the municipality. The position requires thorough knowledge of PA Department of Transportation, PA Department of Environmental Protection, US Environmental Protection Agency and Montgomery County Conservation District regulations necessary for permitting public and private improvement projects. Furthermore, Jim is directly involved in the review and modification of municipal ordinances, planning studies and transportation impact studies. Jim also provides professional engineering services and guidance for the Township Planning Commission. In 2021, Jim managed a project that received statewide recognition, the 2021 PSATS Road and Bridge Safety Improvement Award. The Pennsylvania Highway Information Association, PennDOT and the Pennsylvania State Association of Township Supervisors presented the award to Whitpain Township for the Yost Road Bridge Replacement project. In 2023, Jim managed another bridge replacement project that received the 2023 PSATS Road and Bridge Safety Improvement Award. The Pennsylvania Highway Information Association, PennDOT and the Pennsylvania State Association of Township Supervisors presented the award to Whitpain Township for the Pulaski Road Bridge Replacement project.
