About Jim Deane

I have proven senior executive leadership experience having worked in policy and operational roles in a range of Government Departments and Offices. I have worked with complex senior stakeholders from Government Ministers, elected representatives, EU Institutions, Government Departments and Public bodies, Trade Unions, Business and Employers organisations, the Construction Industry Federation and civil society. Currently, I am Head of the EU and International, Brexit/BAR and NRRP Unit in Department of Public Expenditure and Reform (DPER), progressing work on a range of EU and International policy areas, and managing the €2bn EU funding allocated to Ireland under the Recovery and Resilience Fund and Brexit Adjustment Reserve. Previously, I managed the Health Vote (€22bn for 2022) in DPER working in collaboration with colleagues in the Department of Health and HSE, supporting the response to Covid. I was Head of the Climate Change Unit in DPER advising on policy proposals to support the transition to a low carbon economy on a fiscally sustainable basis. I was Head of Policy in the Office of Government Procurement (OGP) with responsibility for advising the Minister, policy development, leading on the refinement and implementation of the public procurement reform programme across the public sector and driving change to enhance the OGP and the services it provides. I have managed expenditure allocations for the Departments of Foreign Affairs and Trade and Arts, Heritage and the Gaeltacht and the Office of Public Works. During Ireland's Presidency of the EU in 2013, I managed and negotiated on behalf of European Council with the European Parliament and European Commission on the Cohesion Legislative Package (€350bn investment package over the 2014-2020 period). I oversaw Ireland’s EU Structural Funds Programmes (EU funding of €901m - 2007-13 and €1.2bn - 2014-2020). Other experience includes Construction Procurement, Public Private Partnerships and Human Resources that delivered real changes in how the Public Service does business while upholding public sector values.
