About Joseph Swerdzewski

After receiving my law degree from Fordham University Law School in 1974, I began my legal career as a Judge Advocate in the U.S. Air Force at Vandenberg AFB, California. After leaving active duty, I remained in the Air Force Reserve retiring as a Lt. Col. In 1979 I joined the Federal Labor Relations Authority (FLRA) as a supervisory attorney for the Los Angeles Region. In 1982 I became Regional Attorney of the Denver Region. In this role, I was responsible for the investigation & prosecution of ULP charges in a 12-state region. In 1990 I was named Counsel for Special Outreach of the FLRA, developing innovative dispute resolution & training programs for the OGC. In 1993 I was appointed General Counsel of the FLRA by President William J. Clinton after confirmation by the U.S. Senate. Serving 2 consecutive terms, I was responsible for the investigation & prosecution of ULP violations worldwide. I am well known for my advice & policy memorandums on LR topics for the federal sector, which I issued, while GC. My approaches to alternative dispute resolution processes resulted in a 30% decrease in ULP filings during my tenure. I am a much sought after speaker, having given over 300 speeches/seminars on LR topics throughout the U.S, South Korea, Italy and Panama. In 2001 I left the FLRA to become President/CEO of FPMI Solutions, a federal government contractor specializing in HR outsourcing & training. I led FPMI through a significant expansion of its federal business, including winning a contract to hire all staff for the Transportation Security Administration nationwide. In 2004 I successfully guided the company through a sale to a Washington based equity investment firm. In 2005 I left FPMI to start Joseph Swerdzewski & Associates, LLC.(JSA), a HR/LR consulting/training firm. I served as Team Leader for the Obama-Biden Transition Team where I was responsible for the Agency Review of the FLRA.
