About Lionel Epely

A Senior Executive in the infrastructure community, I have developed a deep understanding of infrastructure projects in a large number of jurisdictions across all continents and a successful track-record in making deals happen in multi-cultural, highly-complex environments. I started my career doing traffic planning studies and then moved to banking where I worked on a broad range of infrastructure-related transactions, as debt arranger or financial advisor, based in New York and Paris successively. I then joined VINCI Concessions in 2014 to work on project financings and M&A situations and to eventually head the Structured Finance team (c. 20 highly skilled finance professionals), at the heart of VINCI’s ambitious growth strategy in acquiring brownfield assets and developing greenfield projects worldwide. I also held board member positions in three of our companies and represent VINCI Concessions within the IGD, a think tank gathering the main public and private stakeholders in the concession industry. Since September 1st, 2023, I have taken a position as CEO (President) of LISEA. LISEA is the Concessionaire of the Sud Europe Atlantique High Speed Line between Tours and Bordeaux and the largest rail concession or in France, with 302 km of new dual-track line that has allowed to reduced travel time between Paris and Bordeaux by 1 hour. Since its commercial opening in 2017, over 100 million passengers have used the line.
