Highly experience professional in the broadband Internet sector. CEO of the Independent Networks Co-operative Association representing the independent digital infrastructure sector in the UK. This role involves liaison with government, Ofcom and other associations; businesses in the sector; policy development; research, project management and event organisation. INCA runs the premier conference in the sector each year. I manage the small team that runs INCA. Before setting up INCA I founded and ran the Community Broadband Network. Previously I worked with Poptel a co-operative ISP where I co-invented the.coop global top level Internet domain. Outside of INCA I run a consultancy business Malvio Ltd with my wife Dr Viorica Chelban. Malvio Assignments have included: Advising the European Commission (DG Regio) on the Hungarian and Greek national broadband plans. Survey Design for the UK National Infrastructure Commission to assess the costs of deploying new digital infrastructure. Consulting with the European ENGAGE network of rural high speed broadband projects helping to develop their manifesto for rural broadband. Co-authoring the EU Guide to Broadband Investment.
