About Mark Mjoness

I retired from the USEPA after 34+ years of service. Most of those years (32+) were in providing Hazmat and Oil Emergency Response Operations and Preparedness from an HQ management, coordination, and support perspective. I was involved in a leadership/coordination capacity for every major environmental emergency/disaster from 1981 to 2013. I have expertise in the National Oil and Hazardous Substances Pollution Contingency Plan (40 CFR 300, NCP) and it's implementation for both planning and response. Led the development of the OSC Readiness Training Program and Core ER, both leading edge advancements to our program. Represented EPA in interagency teams for the CONPLAN for Federal Terrorism Response and the current NRP/NRF in place for all hazards preparedness and response. Was EPA's national incident coordinator during responses to the 9-11 terrorist attacks and the anthrax attacks of 2001. Managed the National Response Team process to develop the first Anthrax Technical Assistance Document to train federal/state/local responders to address intentional environmental b.anthrasis contamination. In the wake of 9-11, led the initial concept and marketing to leadership of EPA's National Approach to Response and National Decon Team (Now known as the CBRN CMAD. NAR became an EPA policy directive in 2002, bringing all of EPA together to support the ER program during major emergencies such as Hurricane Katrina and the Deepwater Horizon oil spill. From 2005 through 2012, Managed EPA's participation in the USCG's National Incident Command, under Adm Thad Allen (USCG ret.) during the Deepwater Horizon oil spill and disaster. I was EPA's Continuity Manager for 7 years. The last 6 months of my career, I worked in the Superfund Program on program sustainability and optimization, response optimization, distance learning systems, legacy learning management systems as well as occupant emergency program, continuity program and human resources succession planning.
