About Mary e Breeding

As a Senior Education Specialist & Foundational Learning Expert, I contribute to the design, implementation, and evaluation of education policies and programs in developing countries, with a focus on teachers, governance and M&E. I have nearly 20 years of experience in international development, working with governments, development partners, civil society, and private sector partners to improve education outcomes and to promote social and economic development. I am also an Adjunct Professor at American University, where I teach courses on political economy, governance, and development in South Asia and globally. I have a PhD in Political Science from American University and a Postdoctoral Fellowship from Georgetown University. I have published multiple papers and reports on education, governance, and elections in peer-reviewed journals and policy outlets. I am passionate about using rigorous research and data analysis to inform policy decisions and support evidence-based solutions.
