About Ness Young

I offer a unique professional portfolio comprising thirty years’ experience defining public sector policy and financial strategy and leading organisational transformation, working across all tiers of government, including the UK civil service, Welsh Government, local government, the NHS, and the charity sector. Having operated at Executive Director level since 2008, I combine creativity and critical thought to achieve best value in public resource management. I bring further subject-matter expertise in corporate governance, performance management, budgetary and programme control, and oversight of operational activity. My business approach is guided by the five fundamental principles of ethical behaviour set out in CIPFA's Standard of Professional Practice on Ethics. Working with national and local politicians and their advisers for thirty years has given me in-depth political awareness, and I am very much alive to the political scrutiny and strength of public feeling that sensitive issues can provoke. I apply a collaborative approach to build trust-based relationships, and I do everything within my gift to understand and reconcile differing perspectives, and create cohesion. I promote a leadership and management style that encourages supported autonomy and empowers individuals to realise their potential, and – while not being afraid to offer independent challenge – feedback indicates that I do so positively and constructively.
