About Pascale Moreau

Pascale has been working at the Belgian Red Cross since September 2014 - first as Manager of the Red Cross asylum reception center in Liege, then as Finance manager with the Flood Response and now as the Finance officer for the 'Réseau' department. In 2017, she joined the BENELUX ERU team whose the main goal is to ensure that crisis-affected populations receive humanitarian assistance rapidly and supports in ongoing assessments, targeting, registration, market analysis and distribution of cash/essential items- In July 2020, during 3 months, she was based in Nouakchott (Mauritania). As the Rapid Response Operation manager, she took up the lead in managing the IFRC Emergency Appeal operation in emergencies (food security and Covid-19), supported the National Society in successful planning and implementation of appropriate response and reported to the head of the Country Cluster Support Team; she was responsible for the overall implementation of the operations- In November 2018, Pascale was involved as a Surge Information Management Coordinator to support the DRC Red Cross on their response to the 10th Ebola outbreak in North Kivu (DRC)- In November 2017, she was deployed in Cox’s Bazar (Bangladesh) as Logistics and finance focal point by supporting the Bangladesh Red Crescent that helps displaced people who have crossed the Myanmar border. Until July 2013, Pascale worked as PlaNet Finance Indian Ocean CEO, based in Madagascar. She designed and carried out development projects always liaised with microfinance for several donors in the field of handicraft, health microinsurance, small business development for women, ecotourism, rural microfinance and mobile money in Madagascar and in the Comoros. Before joining the PlaNet Finance team in 2007, Pascale gained experience by working in West and Central Africa about twelve years as a technical assistant in the field of teaching and training computer science, as so as designing database management systems. She also worked at the European Commission in Brussels and for NGOs in Belgium. She was given several short assignments in IT development in Africa (Morocco, Benin, Burkina Faso). Pascale read Economics. She also held a postgraduate degree in Management Computer Science from the University of Mons. When she was 40, Pascale went back to the university and obtained a Master’s in Development management. In 2006, she was part of the first graduating class of a European Microfinance Programme at the Solvay Business School and obtained a Master’s degree in Microfinance.
