Background
About Phil Gardner
An experienced Screening Manager, IT Specialist and NHS Healthcare Professional, I have worked in the fields of population screening and clinical systems development for more than fifteen years and am currently the Lead for Screening Data, IT, Standards and Effectiveness for the UK National Screening Committee at the Department of Health and Social Care. I was previously the Screening IT Systems Manager for Public Health England, working as part of the national leadership team for the NHS Young Person and Adult Non-Cancer Screening Programmes, and combined this work with a national role as Chair of the British Association of Retinal Screening (BARS), the UK's professional organisation for those who provide eye screening services for people with diabetes. My experience spans both the public and private sector, having worked as the Screening Systems Specialist for Health Information Systems (UK) Ltd and Northgate Public Services, providing the strategic vision and operational expertise to ensure the successful design, development and implementation of an innovative new national IT system for NHS Scotland, and delivering management consultancy services to healthcare providers across the UK and overseas. As a former NHS Senior Manager I have a successful track record in the identification and development of new business opportunities and strategic objectives, embedding innovation, managing budgets in excess of £1m, and delivering major change programmes for the Royal Marsden NHS Foundation Trust, Public Health England, and in the private sector. For a number of years I worked with City, University of London, on National Institute for Health Research funded studies, and acted as a professional mentor to NHS managers. My clinical experience includes patient-facing roles, working across Sussex as a Retinal Screener and grading to arbitration level. I have been a registered assessor for the City & Guilds Diploma in Diabetic Retinopathy Screening and a registered Peer Reviewer for Public Health England. A skilled communicator, I regularly deliver presentation skills training to senior healthcare managers, and have had more than fifty articles published in newspapers, magazines and medical journals, as well as writing stage plays which have been performed in both the US and UK. My short stories are on the curriculum at high schools in six US states, and have been part of the English syllabus at the University of Lyon in France.
