About Richard Pineiro

My passion is to work with maritime organizations to develop capacity by enhancing mission performance via the development of contemporary strategies, policies, concepts of operations, and training and qualification programs across the full spectrum of missions and functions. My greatest strength is the ability to understand client and other stakeholder objectives, capacities, and constraints to ensure initiatives and solutions are sustainable by the partner agency and nation. Expertise: Served 28 years in the United States Coast Guard with extensive experience in international assignments. Strategic, operational, training, and advisory experience ranges from fisheries and search and rescue to border security and maritime law enforcement. Key positions include cutter commanding officer, US Embassy liaison officer, maritime law enforcement and intelligence section chief, and international deployable training team manager. Planned, coordinated, and participated in numerous security assistance projects in Latin America and Southeast Asia. As Chief, Law Enforcement and Intelligence Divisions, San Juan, Puerto Rico, managed active duty/reserve personnel and patrol boats for operational law enforcement and intelligence functions throughout the Caribbean Basin, planned complex multinational counterdrug training and exercises, and supervised the production of post-seizure analysis products for the USCG and agency partners. In addition, managed the exchange of US and foreign officers on coast guard and navy vessels, which enhanced maritime domain awareness (MDA), regional cooperation, and increased the detection, interdiction, and disruption of smuggling activities. Additional post-military international experience in support of United States Government and commercial projects in Latin America, SE Asia, Middle East, and Oceania includes development of the Maritime Strategy of Abu Dhabi, maritime advisor to marine police/SAR organizations, and training in maritime codes and initiatives such as International Ship and Port Facility Code, Maritime Transportation Safety Act, Container Security Initiative, and Customs Trade-Partnership Against Terrorism.
