An authority in the employment of U.S. economic sanctions programs and an innovator through the conception, design, and development of using sanctions against non-state foreign adversaries and threat networks. Guided initiatives leading to the development of economic sanctions as a major instrument of national security and foreign policy. Participated in the planning, drafting and implementation of every U.S. sanctions Executive order from November 1987 to December 2011. Was the Executive Branch lead on drafting of the Foreign Narcotics Kingpin Designation Act of A career SES veteran (former USG) of development, coordination and implementation of inter-disciplinary and collaborative policies and programs affecting U.S. national security. Provided support to DoD - NTC and DASD (CN>). Broad experience with the national security and defense, foreign policy, intelligence, law enforcement, and legal communities.
