Robert currently represents physicians, physician practices, hospitals, DME providers and pharmaceuticals in a number of matters, including building value based payment models, prosecuting or defending False Claims Act actions, HIPAA breaches, and representing providers in state and federal enforcement actions. Robert facilitated a physician client receiving the first Accountable Care Organization designation for a Medicaid ACO in New York state. Robert also is currently the chief compliance officer for Catholic Charities, Diocese of Rochester. Robert is a former Adjunct Professor, University of Buffalo, teaching health care fraud and abuse as well as the former General Counsel, Chief Compliance Officer and Privacy Officer for BryLin Hospitals, Inc. Robert handled Article 9, Mental Hygiene Law matters for BryLin as well as successfully handling BryLin's breach response following a malware attack in 2020. Robert also was Chief Compliance Officer, Senior Associate General Counsel and Privacy Officer for Kaleida Health. Robert was the Affirmative Civil Enforcement Chief for the US Attorney’s Office, Buffalo, NY, handling health care fraud, HUD fraud, grant fraud, other procurement fraud and all whistleblower actions. At the time of Robert’s retirement in 2012, the Buffalo office had the 3rd highest volume of whistleblower actions for US Attorney offices. Robert and the ACE team achieved the highest False Claims Act settlement in the history of the Western District of New York. Executive leader for a $10M nonprofit human resource agency.
