Responsibilities: The Second Officer: Treat safety and environmental compliance as a top priority; Is directly responsible to the Master for Navigational and Bridge watchkeeping duties and for any special tasks assigned to him by the Master. For general Deck Department duties, including cargo operations, the Second Officer is responsible to the Chief Officer; Maintains and corrects all navigational charts, publications and, where appropriate, equipment. Any unsatisfactory conditions should be reported to the Master without delay; Maintains all navigational and other Company records which require his signature; Is the first aid provider on board the vessel and responsible for assisting the Master in maintenance of the hospital, medicine chest and medical equipment and in treatment of Seafarers; Operates the ship's communications and GMDSS equipment and prepares radio accounts as required by the Master; Provides the Chief Engineer with the navigational and weather information required for the completion of performance returns; Must be fully conversant with the use of all safety equipment and the implementation of emergency procedures and is responsible for ensuring that his staff are equally conversant; Confirms that all charts and navigational publications for the intended voyage are onboard and are corrected to the latest information available, informing the Master of any deficiencies; Lays out the appropriate base courses to be followed for the entire voyage and prepares the passage plan for the approval of the Master based upon instructions obtained from the Master prior to departure from any port; Tests all navigational equipment, steering gear, telegraph, telephones, navigation lights and air whistles using the check list provided before arrival at and sailing from each port, if on his watch, or if directed to do so by the Master or Chief Officer; Ensures that the Chief Officer's standing orders regarding cargo together with the loading or discharge plan and check lists are correctly followed; Assists in the training and supervision of Junior Staff and familiarizes himself with the duties of the Chief Officer; Normally keeps Bridge sea watches from hours and from 1200-1600 hours; Must follow the Ballast Water Convention, MARPOL and the ISPS Code; Must be conversant with applicable software installed on board; Must maintain records of his Rest Hours in the Crew Management Software; Carries out any other duties as may reasonably be required by the Master or Chief Officer.
