Over twenty-five years of experince in hydrologic & hydraulic modeling, parameter estimation, and model calibration for real-time operational hydrologic forecasting in a UNIX/Linux environment. Significant international consulting experience related to the implementation of flood forecasting and flash flood forecasting systems in Viet Nam, Pakistan, Romania, China, Panama, and Australia. Technical experience includes river & flash flood forecasting with the NOAA/NWS Research Distributed Hydrologic Model (RDHM), Sacramento Soil Moisture Accounting (SAC-SMA) model, Distributed Hydrologic Soil and Vegetation Model (DHSVM), TOPMODEL, and GeoTOP, as well as the NOAA/NWS SNOW-17 snow accumulation and ablation model; development and implementation of operational probabilistic/ensemble hydrologic forecasting; model parameter estimation, precipitation estimation and analysis, land surface/atmosphere interaction; impact of global climate change on water resources. Extensive experience with the analysis of hydrometeorological data and forecasts to assess uncertainty and risk. Statistical verification of forecasts using the R language and environment for statistical computing and graphics and the NOAA/NWS Interactive Verification Program (IVP). Specialties: Analysis and visualization of hydrometeorological data and forecasts to assess biases, uncertainty and risk using UNIX/Linux shell scripting, Perl, GRASS GIS and the R language and environment for statistical computing and graphics; some use of Octave/Matlab. Experienced C/C++, X Window System, and Motif programmer. Statistical verification of forecasts using R and NWS Interactive Verification Program (IVP) geostatistical analysis of hydrometeorological variables, GIS & scientific visualization of geophysical processes.
