About Thomas Jacobs

As a marine pilot with 24 years working with Puget Sound Pilots and almost assignments successfully completed, I bring deep experience in the handling of large ships in wind, the training and mentorship of new pilots, and the management of fatigue. Career highlights include: Graduated with highest honors from the United States Merchant Marine Academy, one of the most competitive colleges in the U.S. Passed #1 on the Board of Pilotage Commissioners Puget Sound Pilot examination (1989). Assisted in the preparation of pilot district exams (2008, 2012, 2018). Spent seven years on the WSF/MMP Negotiating Committee for Masters, Mates, and Pilots, Local No. 6 in Seattle, WA; successfully negotiated two labor contracts. Served as LTJG in the U.S. Navy Reserve Merchant Marine Ready Reserve Group (1974 to 1980). As someone who’s spent decades in the industry—during a time when the size of ships increased exponentially—I’ve had first-hand experience with and have even played a role in the creation of policies to meet the changing times and technologies. I helped to formulate many of the ideas in the NTSB-recommended Fatigue Management Plan presented to Governor Christine Gregoire in 2013. Also of special interest to me is the issue of wind load on cruise ships, container ships, and other very large ships. Wind load is something I believe we can better predict; in fact, I’ve developed a matrixed method for determining parameters for large ships’ handling capabilities and limits. This is in-the-trenches experience that I believe is directly transferrable to consulting, accident investigation, teaching, or training positions. I’ve logged thousands of hours training pilots; I’m used to working with and improving the skillsets of these “thoroughbreds,” challenging and coaching them to rise to the top of an industry populated with overachievers. Since retiring, I’m interesting in bringing my subject matter expertise to short-term consulting and teaching positions.
