About Tony Caspers

I have worked in the government/ public safety sector for over 32 years. I have always been driven and passionate in developing and implementing professional training programs that enhances public safety’s ability to respond to crisis situations safely. I have held positions as Security Operations Manager, Team Leader, Supervisor and Incident Commander coordinating specialized assets for threat mitigation and response. I coordinated operational responses in a wide variety of settings: municipal law enforcement such as large-scale riots/ civil disturbances, barricaded suspects, SWAT operations/hostage rescues, SAR operations, undercover and surveillance operations, high risk warrant operations, large scale disaster response, mass casualty events, Hi profile public events (NFL, MLB, Super Bowl LII, X Games, NCAA,Final Four, Concerts, etc.). I worked and trained closely with local, state, and federal agencies such as MN BCA, FBI, DEA, ATF, CIA, Homeland Security, FEMA, NTSB, US Marshals, Red Cross, National Guard, US Army and volunteer organizations. I was responsible implementing training curriculums for a police agency of 800+ officers. Delivering technical presentations to all levels of the organization, from new employees to executive leaders in a variety of topics such as budgets, incident debriefs/ tactical reviews and investigation in use of force incidents. I managed a multi-million-dollar training facility and training budget that included a staff of 5 full-time and 50 part-time instructors. Assignments include Patrol Division, Narcotics Unit, Special Operations (SOD)/ SWAT, SWAT Supervisor. K9 Unit, Sgt/ Investigator, SAFE Unit, ATF Weapons Task Force, Patrol/Street Supervisor, BRRT Response Unit Supervisor, Supervisor of the Firearms, and tactics Division / Range Master. Experience included the following areas- Complex full-cycle investigations at local, state and federal levels - Leveraging threat intelligence analytics to apply appropriate threat/risk controls - Conducting in-depth investigative interviews - Gathering comprehensive evidentiary materials on high-risk/high-complexity cases - Supervising, training, leading, and mentoring employees - Managing policy, procedure, and law compliance - Strong communicator in verbal and written communication, proven ability to target both technical and non-technical audiences - Extensive experience working together with diverse communities and organizations in both the public and private sector
