About Wilhelm Vosse

Wilhelm is Professor of Politics and International Relations in the Department of Politics and International Studies at the International Christian University (ICU) in Tokyo, Japan. Former research positions include Visiting Professor in the Department of Politics and International Studies (PAIS) of the University of Warwick, Visiting Academic at the Nissan Institute of Japanese Studies and St. Anthony's College, University of Oxford, UK, Co-convener of the Global Seminar at the United Nations University (UNU) in Tokyo, Japan, and Visiting Scholar at the Reischauer Institute of Japanese Studies at Harvard University, USA. Before joining ICU in he was a lecturer in the Department of Policy Management at Keio University (SFC), Japan, and from 1994 to 1995 a lecturer and researcher at the Institute of Political Science of the University of Hanover, Germany. He has been conducting research projects on EU-Japan cooperation on security problems, focusing on cybersecurity and cyber diplomacy, and is currently conducting a funded project on the impact on #AI on national security in the EU and Japan. Recent books include "The Palgrave Handbook on Cyber Diplomacy"(Palgrave Macmillan 2025),"New Directions in Japan's Security: Non-U.S. Centric Evolution"(Routledge, 2020),"Japan's New Security Partnerships"(University of Manchester Press, 2018), and "Governing Insecurity in Japan. The Domestic Discourse and Policy Response"(Routledge 2014).
