This state institution (LSPU) started from its humble beginnings in 1952. It was first established as a provincial high school known as Baybay Provincial High School, the first public high school based in the shoreline (baybay) district of Laguna de Bay, and the second in the whole Province of Laguna. Then in 1957, by virtue of Republic Act No. 1807 on June 1957, the Baybay Provincial High School was converted into Baybay National Agricultural and Vocational School (BNAVS). BNAVS became the PACD-BVE Training Center in rice production for American Peace Corps Volunteers. This center produced 682 graduates. The Manpower Training Center Started to operate in the school year 1968-1969. BNAVS also became the pilot school for the 2-year Agricultural Technician Curriculum, Associate in Agriculture. This started in December 1969 with eight enrollees.

Baliuag University
Baliuag University began as Baliuag Institute in 1925, a small high school with only 75 students. Baliuag Institute closed down during the Japanese occupation in 1941. It reopened two years later and went on to offer Junior Normal and Liberal Arts, both two-year courses, in 1946. In 1947, the government elevated the school’s status from Institute to Junior College. Subsequent developments like campus improvements, new course offerings, and yearly growth of student population paved the way to another milestone – Baliuag Junior College became Baliuag Colleges in 1968. In 2001, Baliuag Colleges was declared a university and granted a status of full autonomy by the Commission on Higher Education. As a result, it has become a self-regulated institution with most of its course offerings granted with Level Course Accreditation Status. Such status gives the Baliuag University the freedom to offer new academic programs without the need for the approval of the Commission on Higher Education (CHED). This status speaks of CHED’s confidence in Baliuag University’s capability to sustain high-quality educational programs. This is a public elementary school located at Barangay Talamban, Cebu City, Cebu, Philippines.'Way back in the pre-war days, Talamban Elementary School has already been existing. Based on the information handed down by the ancestors of the present generation, the first school was handled by the late Manuel Aliño in the old ancestral home of this prominent family. The students were very few and their main focus of education was only reading and writing wherein their method used was the "Cartilla" method. There were no books available, and it is only thru the initiative of the teacher that reading and writing was made possible. People on those days were not so academically conscious that a majority of the whole population were illiterate. Barangay Talamban was scarcely populated on those days and the US military governs the barangay including the elementary schools. Although war was in its height, yet, the clamor for education by the people in Talamban was made possible when peace time came in 1946 the first four buildings were constructed. The people who graduated from the Grade VI during the American regime were hired as teachers for they were academically qualified. Thus the first teachers were Mrs. Benita Tudtud and Mr. Martin Tudtud, her husband. Parents sent their children to school with a vision of making them literate and well-rounded people. Thus the enrolment grew and grew as the years go by. The school finally became a complete elementary school. Many residents who have the ambition to become teachers finally graduated from the Cebu Normal School. Thus, they were hired. The first teachers were: Mrs. Benita Tudtud handling Grade I, Mrs. Amada Bontuyan, Grade II, Mrs. Anatolia Tudtud, Grade Mr. Eduardo Mercado, Grade IV, Mrs. Nicanora Borbajo, Grade V and Mrs. Leonarda Midel, Grade VI.

IFSU in a capsule The history of Ifugao State University (IFSU) chronicles the triumphs of the Ifugao people amidst adversities since its early inception. The history further speaks of the extraordinary and unwavering contributions of its early pioneers that led to the unprecedented and progressive metamorphosis of the University. Today, IFSU continues to flourish and contributes in shaping and improving the socio-economic, cultural and political landscape of the province. The early beginnings In 1920, IFSU started as Nayon Settlement Farm School (NSFS) by American Educators offering general elementary instruction while engaging in agriculture projects particularly vegetable, poultry, and swine production. It closed at the outbreak of World War II and reopened after liberation maintaining its offerings. The substantial success made in these agricultural projects must have provided the ideas for Filipino education officials who took over the leadership of the local education system. Mr. Felix U. Brawner, Sr, District Supervisor of Kiangan (where Lamut was part), together with then Principal Raymundo de Leon conceived a type of instruction based on basic agriculture, for the Nayon Elementary School. Even when Mr. Brawner was promoted as the Assistant Superintendent for Baguio – Mt. Province Division and Mr. de Leon took over as District Supervisor, the duo continued to crystallize the plan. Soon, they submitted a proposal for the elevation of the institution to Congressman Luis Hora, Representative of the defunct Third District of Mt. Province which included Ifugao. The late Congressman Hora was enthusiastic with the proposal, discussed it with colleagues and higher education officials, and filed a bill in congress.
