Programs such as down payment assistance, homebuyer education, and home renovation also help to ensure successful outcomes. A holistic approach to housing also recognizes the importance of housing choices in close proximity to jobs, schools, and other services. The strength of our local economy is closely linked with the strength of our housing market; the housing authority’s role is to create more housing choices for local employees and residents, not to compete with private sector endeavors or undertake work that might oversupply housing for a specific demographic.

The Mission of the Housing Authority of the County of Dauphin is to provide eligible families with safe, decent, and affordable housing opportunities as they strive to achieve self-sufficiency and improve the quality of their lives. Furthermore, the Housing Authority will endeavor to provide accessible facilities to persons with disabilities. The Housing Authority is committed to operating in an efficient, ethical, and professional manner as well as creating and maintaining partnerships with its clients and appropriate community agencies. The Housing Authority has come a long way since its creation in 1959. At its core, the Housing Authority’s mission has always been to provide affordable housing to lower income persons. Initially, housing assistance was provided exclusively through the Public Housing Program. Lang Manor was the first Public Housing development opened in 1963, followed by the construction of 15 other Public Housing buildings and developments through 1986. There are now a total of 725 units. In addition to the Public Housing Program, the Housing Authority implemented the Housing Choice Voucher (HCV) Rental Assistance Program in the mid 1970s. Over time, the Authority gradually increased the size of the HCV Program. Today, the Authority is authorized to assist more than 1,072 families.
