Background
About Alan Proctor
My name is Alan Proctor, Tribal Citizen of the Little Traverse Bay Bands of Odawa Indians (LTBB) and Director for its Geographic Information Systems (GIS) Department under the Executive Branch. My educational background is centered on GIS and Natural Resources. The Department has been using GIS as an integral component for conservation enforcement, treaty lands delineation and land use/habitat models. Recently, GIS has begun projects in conjunction with Archives, Records & Repatriation and our Tribal Historic Preservation Officer in ongoing efforts to map culturally significant areas within and around the LTBB Reservation area. Departmental staff also establishes and maintains contact with many neighboring governmental entities - authoring joint project formation and inter-governmental data sharing agreements. As Director, I serve as the LTBB point of contact in geographic affairs for various US Federal agencies such as the Environmental Protection Agency, the Bureau of Indian Affairs, Department of Interior, and the Census Bureau in addition to various local, state and tribal governments. We also provide direct services to membership as a whole. Past experience includes serving on the Board of Directors for an LTBB tribal chartered corporation organized under LTBB tribal code - Odawa Economic Development Management Inc, tasked with the redevelopment of a 20-acre Trust site in Petoskey, MI. I was also a founding board member for a native CDFI, Northern Shores Loan Fund, Inc, and spent six years serving on the LTBB Economic Development Commission. Additional appointments include 5 years as Board member for Waganakising Odawa Development, Inc, another LTBB enterprise tasked with exploring federal contracting opportunities (8a) within renewable energies. Career Goals: Strengthen LTBB Government Promote Natural Resources Conservation and Preservation Diversify LTBB Economy Promote Regional Economic Development Specialties: GIS ArcMap/ArcInfo v3.x - v10.x Multiple graphics software including Corel, Adobe Photoshop GPS Hardware/Software for Trimble, Garmin, Magellan, ArcPAD AutoCAD, Microstation, ArcGIS ArcServer 9.3.1
