About Rick Horder

As a Founding Partner at Kazmarek Mowrey Cloud Laseter, I've dedicated over 48 years to environmental law and litigation. My practice spans the full spectrum of environmental matters, with particular emphasis on dispute resolution as a mediator in environmental cases. My unique perspective comes from having held significant environmental legal positions across three sectors: government (as an Assistant U.S. Attorney representing EPA), corporate (as Deputy General Counsel for Georgia-Pacific Corporation), and private practice (as an environmental practice leader and now founding partner at KMCL). My areas of focus include- Clean Water Act permitting, wetlands, and WOTUS jurisdictional issues - RCRA, CERCLA, EPCRA implementation and compliance - Endangered Species Act and Coastal Zone Management Act matters - Environmental mediation and alternative dispute resolution As a mediator, I've successfully resolved over 40 environmental disputes in the last three years alone, involving complex multi-party cases concerning contaminated properties, permit challenges, natural resource damages, and industrial operations. Throughout my career, I've participated in over 300 environmental mediations either as counsel or as the neutral. I find immense satisfaction in bringing parties together to resolve complex environmental disputes without costly litigation, often identifying creative solutions that parties hadn't previously recognized. I'm honored to be a Fellow in the American College of Environmental Lawyers and have served twice as Chair of the Environmental Law Section of the State Bar of Georgia and twice as Chair of the Environmental and Toxic Tort Law Section of the Atlanta Bar Association.
